It was both white and black people who created them.
Never heard of redlining? Home lenders drew red boxes around Philadelphia neighborhoods where banks would refuse underwriting. Mind you, these areas which were redlined were in MUCH better shape when the practice of redlining began than they are now. Another tactic used to turnover loans was to capitalize on white peoples' collective fear of black people. The way this strategy worked is that you take a few homes that are up for sale and broker them to black families at a deep discount. The existing neighbors see "them" move in, and thus they start to bail out of the block and leave the neighborhood, allowing the REALTOR to flip the other homes nearby the starter house where the first few black families moved in to. This was also practiced in several Philadelphia neighborhoods. I'm not sure which is worse... the REALTOR who capitalized on racial bias, or the people who sold off their homes and fled. Quote:

Frankford used to be a nice clean neighborhood when I grew up there. People were respectable and kept their homes nice. They lived there for decades and eventually died off. The natural process of selling off a home then took place. Being fair in the housing market, the current inhabitants were handed those homes in good condition, then allowed them to deteriorate to ghetto status because they just don't care about anything. They'd rather pick up a crack pipe or a handgun, than pick up a paintbrush. The gardens they neglected turned into trash-dumps for pizza boxes and beer cartons. It's all about respect, and being responsible. So don't go spouting that "whites are responsible for for the ghettos"! Us "whites" did not create the pattern of living that these scummy ghetto people seem to live by. Don't blame us for something we have nothing to do with.
