well Im sorry i was talking about how"if" one man can steal 100,000 thousand dollars a month by not getting city permits and claiming he had just done work ,when it was really done years before. it has been nearly 40 yrs since crimes like these has been investigated. If 1 man can steal 100,000 dollars how much could 5 steal or 10 who's keeping track.but the city of phila, the f.b.i, district attorney Mr Patrick Meehan know and are aware these crimes are going on and continue to allow payments with no permits or paperwork. this is happening city wide. thats why they can never answer a direct question. and is there ethics and are people being held responsible for their helping humanity.
why are not permits obtainable by the freedom of information act,to see what kind of work has been done recently in your area. i bet they cant go back very far either

1-as i stated in sr3.doc dated 1-18-06 ,addressed to federal judge mrs petrese tucker and the district attorney mr. patrick meehan, and to the federal bureau of investigation , and to the city comptroller mr. jonathan saidel, and i did receive one phone call back returned to me by “mrs “ethics” amy kurland . that these theft’s were occuring and that no permits are being required for numerous jobs BEING PAID for with no permits, by taxpayer funds. mrs. amy kurlands response was only “see no one cares how much money is being stolen” that when i worked for the city of phila housing unit at 990 spring garden st. i was asked not to require permits for plumbing work that was replaced and covered illegally done without permits or for the safty of phila’s citizens. and that no permits or inspections “fees and safty”
2-if you would observe in the new folder on your cd .and given freely to those i mentioned above. you will find that at least they are billing the city for work done ILLEGALLY OR not up to code. OR LESS than minimum, or not done at all. with no inspections and no permits.
3-and if you were to question those employed by our federal govt .who work at 13th and lehigh. or could there be more involved than just our phila. government. i say throw the dice and inform the people of where their tax money is being spent.
4-A- roofing permits not required before certain payments are made.
5-b- plumbing permits not required before payments are made to a selected brief few.
c- electrical permits not required before payments are made
d- conststruction permits not required
according to tiff. files in new folder. no permits are required for any of these so called great jobs but payments are being made daily.
b- no permits are required by the city of phila. housing unit located at 990 spring garden st.
C- no permits are required by pha at 13th and lehigh st where much work is being done daily for complaints by others in this community. or for the department of OHCD office housing community developement
d- our federal govt has done nothing in preventing these thefts to the taxpayer. perhaps it is not enough for the courts to decide the fates of individuals involved it belongs to the taxpayers who are supporting these attrocitities.

There is no easy answer to the crime problem in Philadelphia. The police say the problem is the community that won't cooperate and "Snitch" on the criminals.

The community fears the the police won't protect witnesses from intimidation and that the police are not on their side. It's the community against government. So why should a kid in North Philly cooperate? What does he have to gain? Who can he trust when no one has his back? He's just trying to survive.

We've got to change what it means to be a snitch. It doesn't mean you are a pawn of the "the man". It doesn't necessarily mean you are a hypocrite. It doesn't mean you are a coward.

Standing up to the thugs is the most courageous thing you can do.
