I would say it's Bustleton on the west side of the Blvd.

Just say "Welsh and the Boulevard"
like South Philly...some parts don't have common names..(they may have an official name but people just use the intersection)...they are just Northeast. The Boulevard is such a divider in the NE....is there a single neighborhood that spans it?
