So's speeding but that's ignored too around here.

Chairs are like double parking in South Philly. Accepted by the locals despised by the newbies.

Let me see if I can enlighten you folks with a few things I've learned about this city we all call home.

With regards to "Snow Emergency Routes". The cops in the local districts for the most part have no dealing in enforcing this. Cops are called in on their days off and actually ride in the tow trucks along the snow routes. Now, I don't know if these are Parking Authority or PD trucks. Apparently, a car cannot be towed unless a parking ticket is issued. That is why the cop rides the truck. The cop writes the ticket and then the car ghets hooked.

DrivewayMom: Those ATV's are indeed illegal. The problem is that the cops used to chase them and the ATVs would get into accidents which naturally would cause grave injuries and THAT resulted in lawsuits...so guess what? Cops are not ALLOWED to chase them. Don't blame the cops...blame the litigants.(Is that the right word? LOL)
MayfairChick: Alas, I think the problem with the lack of enforcement is the fact that there are just not enough cops to go around. Are you aware of the fact that the department is 700 cops short from years gone by? Crime is up...cops are down. WE are paying the price for Corey Kemp's deck!
Seriously, I deal with cops on a daily basis. They have a shitty job with shitty pay and even less support from their bosses and the public. 99% of them bust their ballz trying to do their job, but they ALL complain that there are not enough cops to spread around!
As for the cones/chairs. It is known as "community norms". Like the illegal parking in So. Philly. It is technically illegal, but due to circumstances and overwhelming community involvement, it is allowed by police as a "norm" and thus not enforced unless it becomes a "hot topic".
There you go. My free ten second lesson.

Unhappy so aggravating-snow -emergency

Well with my bad back I paid 2 guys to shovel our walk and path , the day the snow came..(don;t even think hubby will actually do any real physical labor) Then we went Sunday to clean off our cars. But there was a 4 foot wall of snow 1 foot in front of my small car. I had no one to help me remove it so I had to stay home Monday....waaaaaaaaaaa so the next day I asked my husband to shovel it and get my car out , so I could go to work. He said that he could get it out without shoveling it... After all that time spent on the car cleaning and snow removal I put a small plastic Chair in the spot.. All the people on my block do the same..Some use trash cans or even trash bags filled up. At least when I returned late night I had my spot in front of my house.
My husband parks in the back and just plows thru the snow to get out, while I have to fend for myself.

.
SO tell me how this worked for YEARS without the cops riding in a tow truck...dont make me laugh my ass off . For 9 years I saw 15th district patrol cars stop at each car write tickets and call tow trucks to move them. The last two NOTHING not even a drive by with lights on to scare people into moving. There is a big problem when neighbors are expected to police their neighbors. The cops were not in tow trucks...there is absolutely no reason why the cops who do drive down the street with their hot breakfast sandwiches and their coffee cannot get off their rumps and do what they are paid to do. They get called in on their days off??? ITS CALLED OVERTIME, and it pays pretty well! Tough job yes but they knew what their job entailed before they joined the department. Mayfair is hardly a high crime area in snowstorms...there is no reason this wasnt enforced except sheer laziness on the part of the men and women in blue who didnt want to get their feet wet and their hands cold.

Oh yeah. Overtime is sweet. My mom lived for that. Pushed my dad out the dorr, and it meant we could get a new coat or dress next pay day.

Cops do not like their uniforms messed up. They take that serious. I peed on a cops uniform once, and it was not good. I will not elaborate. Nothing bad, but I was having a baby. Accident.
