the owlnet loop runs all the way south to girard, so why don't they just extend their police down to there along 12th, 13, and 15th streets?

I was just speaking to someone and apparently there's a bar on 15th St. between Girard & Thompson that causes some problems. It's near the corner of Stiles.

I'm in Fairmount now, and I drive down Girard, it does not seem horrible at 45mph, but I don't think i would live there. Go into the KFC on the corner broad and girard, and you might get a good idea of what that area is like e.g. the whole counter is enclosed by bullet prof glass, and they put your chicken in a spin box so you cant put a gun through.

A better area in that neighborhood is 16th and brown and West and south to Fairmont Ave, this puts you in Francisville which is not great but better, its probably somewhat overpriced(way overpriced for a pretty crappy hood) right now, but you can still find some good deals in the area.

Based on what i have scene i would live in Francisville if the price is right, I would not live on 15th and Girard, but this is just my opinion.

I think the neighborhood is changing for the better.
More construction is happening...

I live near 13th and Poplar (and Girard) and the neighborhood is cool.

Or was one, maybe - not so much anymore.

The last of the vacants on the 15 block of Girard are being renovated. The street is always well-lit, and frankly Girard is probably the safest place to live than anywhere immediately south or north of it because it is such a major, active road.

I've been at 15th and Girard for four months now, I've walked around at night, take the subway every day and have friends who frequently walk into the neighborhood from south and west to see me - never had anything even approaching a problem.

The area is not so bad now, relative to what it was, and it is getting better.
