Default Build on plot of land in north philly?

I was wondering if any of you guys knew how to go about building on an empty plot of land in North Philly. Such as permits, regulations, contractors, etc. And a rough estimate of the cost to build a four story row home. Off the top of my head I would estimate about $100 per square foot.

It should be the same no matter where in the City you are building. You might want to ask this in the Architecture section. You may get more people that do this for a living.

I can put you in touch with my dad. He owns a construction company in south Jersey and can give you an idea of the costs entailed in such a project. He actually got blueprints and priced out a set of three rowhomes for a guy who was going to build on most of a block in north Philly. But then the guy got into a huge accident, so he scrapped the project.
