Yes, the OP's hunch was right, unfortunately, Doris no longer appears to be with us (DOD 1993). Her final residence of record was in zip code 19124 (Frankford)

Yes, I am aware of those sites, but how can one be sure its the same person, and how did he get the SS number? Is he a relative?

Default Social Security Numbers of Deceased People Are Public Information

The social security numbers of deceased people are public information available from the various sites that access the Social Security Death Index.

Anyone can get this information regardless of whether or not one is a relative of the deceased.

I would add that there is no registered voter in Pennsylvania with any of the versions of Doris' name; it is a rare name, and I would guess too that the deceased person and the owner of the dog tag are on and the same.

The SS Index- I've used that in the past to find family members. Thanks for reminding me of that!

So were there any other Kowalcyns on the SS Index?

OMG! It appears that there was a William Kovalcyn with the same zip (I assume he was her husband) and he just died this past June!

I'm going to do more research and see if they had children/family that's still around.

And if I do find them, what do I say? "Hello, you don't know me but I found a tag that belonged to your dead mom's dog from 40 years ago!"

Hey, stranger things have happened. I heard a news story not that long ago about a message in a bottle that was placed in water and found decades later. The founder of the bottle was able to track down the person who wrote the message.
