Stop and Frisk should only be implemented on a voluntary basis in neighborhoods that want it. A simple vote can determine that.

If the majority of a neighborhood thinks Stop and Frisk is an infringement on their civil rights than do not implement it in THAT particular neighborhood.

Personally, If I was subjected to gun battles every night I would be more than happy submiting to a frisk now and then.

Actually, the whole point of civil rights is that the majority CAN'T just up and decide to suspend them whenever they feel like it.
