Not with no suspicion, no. But, with a lot less than is needed for a warrant, etc. For a search warrant, police need probable cause. For a stop and frisk, they need far less- reasonable suspicion only. So, if they are in a high crime area, and they see "clues" that may make them think you are carrying an illegal gun, then yes, they can likely search you. (And, this is true no matter what Nutter does if elected. His thing is to make it a priority, as far as I can tell.)

Trust me there not only looking for guns,Its to get arrests,Nutter is practically white,if your black or rican thats suspicion enough dont vote nutter.

Fattah supports stop and frisk as well. He just isn't as vocal about it.

Nutter and Fattah both got their ideas from crimonologist Sherman, I believe.

Hey, I went through a car check on York around 8th-9th this afternoon--2 cop cars parked on opposite sides of the street so 1 car at a time could pass. I knew they were not looking for an old white person but if I were any other type of driver I would have been worried they would mistake me for whoever they were looking for. I'm sure they would frisk a suspect in an instant.

adam's right, Fattah's policy paper on crime has a section advocating stop and frisk.

People wanting to know more about stop and frisk might find the following WHYY debate informative. It features civil rights attorney David Rodovsky and criminologist Lawrence Sherman (who served as an adviser for both Fattah and Nutter when they wrote their policy papers on crime).

Rather than just reading Phillyblog, I encourage all interested in this thread to read Michael Nutter's comprehensive plan for addressing crime.

Look - it's important for Philadelphia - and in particular these neighborhoods that are war zones - to face the fact that there is a REAL State of Emergency here. At this point, Philadelphia is on track for close to 500 murders this year!! The vast majority by guns. This is self-administered genocide of young black men and needs to be stopped. It is a horrendous crime against ALL of us, black and white, male and female, rich and poor.

I am shocked that people wouldn't recognize the gravity of the situation and the need for extreme measures.
