With the way drills can be run sideways and snaked.... I doubt the landscape would change much.
But next to the Divine Lorraine you'd see an oil derrick with roughnecks working on it. The rest would still look like crap. Maybe some moon craters would form around the blighted areas.
There would be more employment in North Philly. Roughnecks are considered semi-skilled. You just have to know some very basic math and also have a little muscle... nothing any person, male or female, from the hood can't handle (and it's union work).
