I may be wrong here, but while Bush has not been a great leader, Clinton was and is often sited as one of the people responsible for weakening our intelligence and for not seriously dealing with Sadam, al queda and for using our army in exactly the same way without UN approval in Europe. A situation that is still not resolved completely and where we had and continue to have troops stationed to this day.
Just wanted to play devil's advocate here... As for 9/11, I don't think you can blame any President for that. One thing that I don't think can be debated, former Mayor of NYC Rudy was one of the true heroes from 9/11.
