While I was doing my best to avoid "BUSH SUCKS" comments in all of this... and was happy to lay blame for the mess on FEMA and the local LA government... just read this:

2003: Under its new organization chart within DHS, FEMA's preparation
and planning functions are reassigned to a new Office of Preparedness
and Response. FEMA will henceforth focus only on response and
recovery.

Everything the BushCo administration has done is a cluster ****.

I suppose RFK didn;t read that article. in its own right, rich jerks notwithstanding, it's a great article. one thing I do have a problem with in blaming opnly bush thogh is that assumes someone else woudl have done better. that's a mighty assumption if you ask me. the chicago fire was handled privately. nothing really has happened like this in recent memory. ..

This certainly is a tragedy, New Orleans knew it "was not if but when" and officials probably should have done more. But what does the habits of the Secretary of State have to do with this? Why not stalk the daily habits of the secretary of the interior or the head of the EPA or Army corps of Engineers? I suppose she could be soliciting and coordinating foreign aide, but I have little doubt that people are already on that. Bush Sr. & Clinton have already got together to do more fundraising (after getting together earlier this year for SE Asia).
