I just remember when they built those and said to myself -- who the hell does the city think will pay a premium to be located in East Falls at the bottom of the projects -- I don't care how nice they look it is still the PROJECTS.

What the hell was the city thinking? Can we please get off of Whole foods -- no way in hell a grocery store or for that matter any store going to relocate there. unless somebody know something
It doesn’t matter if the city was the developer or not. The people who benefited were the ones (westrum) who got the city contract to construct the buildings. Just another incident of pay-to-play and a by product of the Rendell era.

Aside from a dry-cleaners or maybe a small pharmacy/drug store I'm not sure what other type of retail could possibly survive at that location.

I suspect it will sit vacant for quite some time, it's already been over a year and there has been zero activity on the space.

of course it matters. only the city would build something that had little to no potential of ever making money. I see it as a good spot for a pharmacy, et al, if those cvacant lots across the street fill up. otherwise, fat chance.

Pharmacy and dry cleaner both sound possible. maybe movie rental if you got foot traffic from the neighborhood. There's really not even one parking spot? I guess I had thought maybe there were a couple behind. I've chanced to drive past it a few times lately and wondered.
