The best place in the city is Caffe Carmen on Moyamensing
Avenue very close to Snyder Avenue. Its homemade gelati
but do not think you are going in there to stuff yourself
with a huge serving of Sealtest Rocky Road or something.

Of the two ice cream shops near each other on Ridge, we love Dairy Land. They have a wide variety of treats and most importantly (to me) is they have the rare orange softserve. Vanilla & orange twists with rainbow jimmies can't be beat.

Tried the Trolley stop once and wasn't impressed with the ice cream or the service. Results, of course, may vary.

Fisher's in the reading terminal sells hand dipped cones (not to mention the best pretzels in the city). the coffee shop on midvale but it serves bassett's which is kind of overrated. it's made somewhere out in western PA despite it's history in philly.
