$4.00 gas winner is -> Narberth, PA!
According to PhillyGasPrices.com, 87 rated gas has reached $3.99 9/10 a gallon.
The station? A Lukoil located at 700 Montgomery Avenue at Meetinghouse Lane. Seems typical since the outer mainline suburbs usually have higher gas prices than anywhere else. I would have expected $4 gas to hit in Wayne first but oh well--close enough. I'm sure the folks up there don't mind paying it to fill up their Lexus SUVs.  The cheapest gas in the city today is at a Universal station on Frankford Ave at Tyson, $3.53--wow what a spread!

In general Lukoils seem to be priced about $0.10 to $0.20 more per gallon than their nearest competitors. Not all of them, but a large majority of them seem to use this pricing structure. The Lukoil at the intersection of Ridge Pike and Chemical Road in Plymouth Meeting is especially egregious in this manner. I never buy gas at Lukoil unless my car coasts in there cause I've run the tank dry.
