The OP would do well to check out Germantown proper. She describes her present neighborhood in terms eerily reminiscent of Germantown. In other words, I agree with Rich. I particularly love the houses on Pulaski with the super-deep backyards, perfect for a dog-lover. The OP seems to allude to being alternative, which Chestnut Hill most definitely is not, so I would discount that neighborhood. There are transtitional areas in both Mount Airy and Germantown, although moreso in Germantown, and I agree that there are tremendous values to be had in transitional areas. The best thing is that if they are transitioning in the right direction (and most of Philly is and will continue to do so), the OP will OWN a home which is way beyond her means in a few years, if she is a smart buyer. I am not a big fan of Cedarbrook / Wadsworth / East East Mount Airy, because I find the homes there to be uninspiring, and I find the neighborhood to be isolated, from the Wissahickon Park, from Center City, and from the Schuylkill River, the backbone of the economy of Metropolitan Philadelphia (not in the sense of coal barges but in the sense of location of industry, like the 202 corridor, centered on the river). She will be able to find a gorgeous home to show off to her Baltimore friends, on a very nice block, in a really interesting neighborhood, with all the amenities she described, in Germantown, and in her price range. Keep in mind that Mount Airy is just an extension of Germantown, if you look at the history. As Germantown continues its recovery, the term Mount Airy / Germantown (or vice versa) will become even more common.
