So what used to be free on-street parking behind the Zoo (Zoological Drive -- the curving street that goes between 34th st. and Girard), is now part of the Zoo's parking lot with a $12 fee.
Is this a public street? Owned by Fairmount Park? The Zoo? Amtrak? If it was a public street, how does the zoo (or parking concession) get jurisdiction to charge for parking there and close it as an actual street/thoroughfare? City ordinance? |
