Don't blame just street. Some of the worst Harrisburg offenders to Philadelphia are the Philadelphia delegation themselves.

If people really cared about how Harrisburg thought about us, they would stop repeatedly voting for the same reps we send to them.

Actually, there are cities all around the nation where the schools are better, the murder rate is much lower and the streets aren't trashed.

I don't see how fixing any one of those would hurt fixing the others.

I think this is part of Nutter's point too about the "inferiority complex". We need to hold others accountable for their actions and I get the sense that, historically, Philadelphians don't do this. Yes, sometimes that means going to the trouble of picking up the phone (sometimes numerous times) and making calls even though the "offender" (be it individual, group, agency, etc.) should have taken care of it in the first place. My hope is that once enough people send the message that they are paying attention and aren't going to let it go, the situation you describe is less likely to occur. I've seen it on my own block--things improve when it's clear that the people affected aren't going going to tolerate any nonsense. We need to raise the bar and know that we're worth the effort. I feel really confident in Nutter's ability to raise the bar, but of course lasting change will be years in the making.

It is true. Many people will modify thier behavior to the environmnent. Not all... some people are just filthy slobs but many people will respond to a cleaner environmet.

This is why the clean and green programs worked. People are less likely to short dump on a piece of land that looks cared for and is mowed and has trees rather than on an overgrown lot full of debris. Likewise if a street is full of litter an individual will be more likely to drop that chip bag. If all the other buildings in a neighborhood are run down why fix yours.
