I know where you live...those houses were board ups since I moved here 5 years ago in August. At least now they have brick fronts. That block always sold for less and that's why you got your house for what you did. It's a dismal area.
You can't blame the FNA, a group of neighbors like yourself, or the NKCDC who is doing incredible loads for the neighborhood at large, that they aren't helping you with your particular block. I know you're frustrated but to decry them and all the good they do because you live on a bad block is just out of line.
I used to live on a bad corner and I was fortunate enough to go into real estate and get these places sold to people that I knew would renovate them and not sit on them. The developer who I sold the house next door to me sat on it for nearly 9 months and I was having a nervous breakdown. He tore the side off the house and my basement flooded, I got black mold in my house...and let it sit. It hasn't been all roses for me either but he did finally come around. Hopefully so will the developer.
In the meantime, it might be helpful to follow the above suggestions and see if that gets you anywhere.
