One discarded tire with water in it can produce thousands of mosquitos.

There's excess vegetation in my back yard that I can get rid of, but I'll never be able to get rid of all the water. It's not standing water, but it's so shaded and naturally damp back there due to water underground that it's still a good breeding ground for them.
What are the rules for throwing away yard waste? I have a bunch of twigs and stuff I need to get rid of, are the trash guys supposed to pick those up if i put them out? And do they have to be put in special bags (in some towns you have to put them in paper bags and/or put them out on certain days).
