who dumped bags of trash on West Laurel Street?

There are at least 30 bags of dirt spread out all over on West Laurel Street between Hancock and New Market. City didn't pick them up because they don't pick up construction trash, so whose trash are they? The police are already notified and we will cite you for illegal dumping!!!!

Pick it up with your neighbors and take it to the dump.

The city won't clean it any time soon.
