So , will there be some kind of city or police representative at this meeting? And if not, is it too late to get somebody from the 26th over there?
I think folks would feel better knowing there was somebody in a position to do something is listening to them. |

I don't believe it would be necessary for the cops to waste their time staking out a house where an ATV is parked. These vehicles are not legal in Philly, period. They are not legal on the street, and they are not legal on public lands. My understanding is that the only pace they can be legally driven is on privately owned land.
When the cops see one of these parked anywhere in the city, it should be standard procedure to call the tow truck and impound them. They should be released only after the owner of record can produce: (1) a valid driver's license (if somebody other than the owner of record is found driving it, the driver must also provide a valid driver's license and a sworn statement from the owner of record that the driver had the owner's permission to drive it); (2) valid insurance for this vehicle (if somebody other than the owner of record is found driving it, the insurance must unambiguously cover the driver); (3) the tow/impound/traffic fine; and (4) Either: (a) A deed or lease in the name of the vehicle owner of record for a parcel of private land large enough for ATV use, and proof that ATV use is permitted under the zoning laws at that location; (b) a deed or lease in somebody else's name for a parcel of private land large enough and zoned for ATV use, along with a sworn statement from the land owner stating that the vehicle owner of record is a relative by blood, marriage or adoption and has the land owner's permission to keep and use the vehicle on his or her land; or (3) a deed or lease in somebody else's name for a parcel of private land large enough for ATV use, along with a sworn statement from the land owner stating that the vehicle owner of record is a not a relative by blood , marriage or adoption and has the land owner's permission to keep and use the vehicle on his land. Where the land owner is not a relative of the vehicle owner, the vehicle owner must also provide proof that the place where he will keep and use the ATV is in compliance with all commercial licensure, insurance and zoning regulations, as well as a sworn statement as to how many ATVs are kept on and allowed to use the premises. If the owner can provide all this documentation and pay these fines, the owner may pick up the ATV on a trailer or similar vehicle carrier. If the carrier is a commercial vehicle, the owner must provide a bill of lading showing that the ATV is to be transported from the impound lot to the address shown on the deed or lease of the premises where the ATV may legally kept and driven. The ATV may not be driven off the impound lot. I think that a law like this would fairly and clearly permit ATVs to be used in places where they are safe, legal, and no danger to the public at large, and would effectively enforce the prohibition on ATVs anywhere else. |

No city officials will be at this first meeting. It's about the community getting together & brainstorming about the issue. Perhaps at the next meeting...
