Damonabnormal, I wish I could blame the NLNA for all of this, but really they are only Bart's scapegoat.
The thing that is holding up this project is two things: -The toxic land -The zoning changes. Bart probably knew that the 3 tower project with townhouses wouldn't work with the declining buying market, specially the townhouses on top of the Schmidt's toxic soil. So he waited it out with the zoning changes till the time was right. So during all that time he used the NLNA as the reason why it was going slow. But really he was just waiting for the perfect storm to push his new plan. He Pushed it(along with a new Hotel plan), but sadly it didn't work out in his favor(specially with the old guard going out a lot quicker the expected). So here we are with Two of the Five project finished(Liberty Walk, Hancock Square).

a k-mart and a cheesecake factory sharing the same parking lot? lol. how about barts be puttin up future section 8 housing all over that hood.with the exception of a few industrial re do's all his crap is high density, overpriced junk. when this economy slows in a real way and all the overpaid consultants and not needed support staff that comprises most of the area, including all the so called artisans that will no longer be able to sell there stuff to the now broke ass , save our money now neighbors his junk is goin SECTION 8. and when you complain bout it its gonna be a racial /economic tip. you knows he gonna get paid, yo!

Because 1 plus 8 equals 9, which of course is the square of 3. Now, 3 has always had positive associations (see: three wishes, three bears, three wise men, etc.) so 9 simply magnifies them. Essentially, having 18 floors takes the magical connections of 9 and splits them into a ratio of 1 to 8. Eight, you'll notice, is the cube of 2, which is also the factor between 9 (the magical number) and 18 (the number of stories). It's pretty obvious, really.
