When I got to Frankford, I turned left to walk north. There were lots of people on the street, but I was allowed to walk through with no problem.

There were certainly some toothless, beaten-down people along the way. And though I'm slightly concerned at how well I seem to have blended in with that crowd, I'm glad they let me walk by in peace.
My experience is that people from Philly including people from Kensington are less hostile in general than those from NY and NJ. People from my block are always helping me carry air conditioners, sweeping my sidewalk and generally being decent. You must have seemed like you weren't going to hurt them.

We are going two weeks on East Hazzard. As with most places it is important to look at blocks where people own their house(s) as oppsed to blocks which are clearly rental units.

On Collins, it seems a very peacefull block overall with exception to one family living on the corner. They are pretty much the blight of block and produce an outrageous amount of noise.

Otherwise, we've found this area to be on the quiet/mellow side with the locals pretty much just leaving us be.

Talking Rule of thumb

A lot of people on the streets usually means the neighborhood is going down.
