Is 2200 Block Sergeant St. in Fishtown Safe?

I am bidding on a piece of property in the 2200 block of E. Sergeant Street in Fishtown. There are a few boarded up houses in the block and some graffiti on vacant property. I just wanted to know if it is a safe neighborhood. Am hoping it is in transition forward.
