I was sitting on the corner of 21st & Spring Garden a couple weeks ago waiting for my 9am carpool to work and watched a group of 4 city cleaners walking down the sidewalk with their brooms, pans and large yellow trash can with wheels on the bottom. How infuriated was I when I saw the one gentleman sweep soda cans down the storm drain instead of putting it in his trash can?

I want to report them, but I'm not sure who to call. Their clothes had no indication that they were city workers so I guess I shouldn't assume that they were working for the city, but what organization are they from then? Maybe they were volunteers? I do remember them wearing bright fluorescent vests.
