when are people going to realize it is a scam

If we want the kids to run in meets that are actually run well (proper officials with the right equipment) and with good competition you have to do it on weekends. The district won't provide transportation for those meets so you have to find parents willing to drive or hope the kids have a car so you can get to the meets. Then you have to pay the entry fees. Besides that you probably need warm up or uniforms more than every 5 years, so those need to be purchased. Coin drops, bake sales, etc, that's what needs to be done. |

It is illegal for any kid to collect money on the street. If you see them , call the police When they show up, show them this law:
§ 10-308. Solicitations of Contributions in the Roadway by Minors. (1) Purpose. In view of the increasing number of minors who are soliciting contributions, on roadways, for various youth organizations, it is the purpose of this Section to protect children from serious bodily injury, by prohibiting solicitations of contributions of any kind by minors on roadways. (2) No minor shall enter into or stand on a roadway for the purpose of soliciting contributions of any kind from the occupant of any vehicle. (3) Enforcement and Penalties. (a) A police officer may issue a notice of violation, in the amount of twenty-five (25) dollars, to any minor in violation of this Section, in accordance with Section 1-112 of this Code. (b) Any adult allowing a minor, under his or her care, custody or control, to violate the provisions of this Section may be issued a notice of violation in the amount of one hundred (100) dollars.

this brings to mind the guys who stand in the roadway when you get off the eastbound vine st expressway, getting to the Ben Franklin Bridge asking for money. They get so close to the cars, its a wonder they dont get hit. I always wondered why they are allowed to do that. They put themselves at risk and it makes drivers nervous. Quess there are no laws concerning that?

I agree that simply trying to get money from drivers at intersections will always be looked at as a scam and any adult attempting to defend this behavior need his/her head examined. It's downright dangerous and foolish.

Plus it reinforces the notion that you can get money by begging/scamming people on the street instead of working for it. This should fall under the category of aggressive panhandling and be outlawed once and for all.
