when are people going to realize it is a scam

The kids in front of the museum were back at it this afternoon pan handling.
These kids act like they are playing frogger. I had to stop on my bike and take a pic to post.

There were some kids "collecting money for their sports team" on 15th and Vine this evening. To their credit, they were wearing matching t-shirts. The older gentleman overseeing this operation even had a stopwatch around his neck! He must be the coach.
At least they are upping the production value.

To be fair, as someone who coaches track in the city at a public school, these type of coin drops are needed to run any type of decent program. The district does not provide adequate facilities, equipment, or transportation so the teams have to raise money one way or another.
If we want the kids to run in meets that are actually run well (proper officials with the right equipment) and with good competition you have to do it on weekends. The district won't provide transportation for those meets so you have to find parents willing to drive or hope the kids have a car so you can get to the meets. Then you have to pay the entry fees. Besides that you probably need warm up or uniforms more than every 5 years, so those need to be purchased. Coin drops, bake sales, etc, that's what needs to be done.

Were talking about the scammers at the Art Museum who stand in the middle of the street and call you a f -ing white pussy and give you the finger and laugh if you don't hand over some money. I'm sure your fund drive is legitimate but these little ____ are not. Either way, nobody should be allowed to stand in the middle of the road begging money....let the parents pay for their own kid and leave everybody else alone please.

It is illegal for any kid to collect money on the street. If you see them , call the police When they show up, show them this law:

§ 10-308. Solicitations of Contributions in the Roadway by Minors.

(1) Purpose. In view of the increasing number of minors who are soliciting contributions, on roadways, for various youth organizations, it is the purpose of this Section to protect children from serious bodily injury, by prohibiting solicitations of contributions of any kind by minors on roadways.

(2) No minor shall enter into or stand on a roadway for the purpose of soliciting contributions of any kind from the occupant of any vehicle.

(3) Enforcement and Penalties.

(a) A police officer may issue a notice of violation, in the amount of twenty-five (25) dollars, to any minor in violation of this Section, in accordance with Section 1-112 of this Code.

(b) Any adult allowing a minor, under his or her care, custody or control, to violate the provisions of this Section may be issued a notice of violation in the amount of one hundred (100) dollars.

I'll be sure to tell my kids that they should stay on the sidewalks. I didn't think that law was enacted yet but was still sitting in chamber.

There's a problem with wanting the parents pay for their kid...half these inner-city kids don't have parents who can afford it, that's why they are playing sports for the school and not some club.

this brings to mind the guys who stand in the roadway when you get off the eastbound vine st expressway, getting to the Ben Franklin Bridge asking for money. They get so close to the cars, its a wonder they dont get hit. I always wondered why they are allowed to do that. They put themselves at risk and it makes drivers nervous. Quess there are no laws concerning that?

I have no problem with children's sports teams soliciting for donations. I have a big problem with solicitation occurring in the middle of intersections and in the streets and frankly, leaning into cars is not acceptable either. It's dangerous. Donation requests can just as easily occur at a stationary table on the corner of Rittenhouse Square Park where traffic is not being interrupted and safety can be maintained. Also, it has a greater appearance of legitimacy if a team can have a table, with a sign, and with at least one adult on-site to discuss the program with people who may donate. Anything else, I'm sorry, I'm going to think is a scam. If you are approaching me asking for money instead of providing me the opportunity to come to you, it just feels like a scam and I'm not going to give any money. I agree it's a shame that there aren't more parents willing or able to support their children's scholastic or extra-curricular activities, but teams and clubs have got to get smarter about fund-raising, not just throw whatever at the wall and see what sticks.

Nice subject change there, completely unrelated to the topic of kids attempting to scam money.

I agree that simply trying to get money from drivers at intersections will always be looked at as a scam and any adult attempting to defend this behavior need his/her head examined. It's downright dangerous and foolish.

Plus it reinforces the notion that you can get money by begging/scamming people on the street instead of working for it. This should fall under the category of aggressive panhandling and be outlawed once and for all.
