INCENDIARY?
Last I heard that was a fire weapon. People are just as passionate about their colleges, sports teams, and supermodels, but I wouldn't keep myself from moving into a neighborhood if there were 1 or 2 Cowboys fans who like Ohio State living nearby. Your argument is way too cerebral for Philly-folk. I honestly think in general, people don't "get" politics. They'll be quick to rally behind someone that says something they like or rally against someone they think is bad, but rarely to they get into the nitty-gritty of "comparison shopping" of politicians. When you walk up to 29th and Girard for the primary or in November, you can do as you like, but a few window signs aren't toxic to the community. I don't know where you were living last year, but the Nutter/Knox/Brady mayoral primary was a great example. People who were smart and paid attention to who was saying what voted for Nutter. People that rode the media wave voted for Knox because he pandered to their basic wants. The only reason Brady ran, I suspect, was to pull some of the racially-biased voters away from Knox to pave the Nutter victory. Fattah and Evans were the side show. I supported Evans because of his community-based grassroots history and track record within his constituency... much like Obama's... he just doesn't have the same presence Sen Obama has in a crowd, though, and people struggled to connect with him. When I was canvassing in Delaware 2 months ago I only had one person speak ill of Sen Obama because of his race (although many I talked to preferred Sen. Clinton but were more cordial about it). The thing to remember is that even though our complex looks very homogeneous, it's occupants aren't. (PS I did like everything else in your last post... Having belonged to two new-construction development homeowners' associations over the last 5 years, it always tickles me when people complain that they can't put up political signs (or "for sale" signs).
Hello? Did you not read the association rules that you were given before you signed the agreement of sale on your unit? You purchased a house knowing what the rules were. If you want to change them, run for the association board or get a change in the rules on the agenda at the annual membership meeting and have everyone vote on it.

I really don't have an opinion here, mostly 'cause I have no knowledge of condo assns, but I do think norealconcerns has a point about political signs possibly being incendiary. If I drove by a potential new home and saw Bush signs in many of my neighbors' windows, I probably wouldn't buy there!

I wonder how many people were given the association rules while they were shopping for a place to live? When I bought my condo in NJ a few years ago, neither the seller nor realtor discussed it during the contract phase (where it should be discussed, I imagine) before any offers are agreed upon. Oddly, both properties are managed by Wentworth and the book with the rules, regs, and definitions is an inch thick! I was a first time buyer then and I am much wiser (beleive it or not) now. Maybe realtors and sales teams should be more informative upfront about limitations and expectations set by the association. It wasn't until the heating issue arose that people started scouring their rules books to figure out what their rights and responsibilities were.
