It's just an instance of a public servant taking advantage of his job. A fireman knows he's not going to be ticketed for blocking a hydrant, just like a judge knows he/she's probably not going to be ticketed for parking illegally. It shouldn't happen, but it does.
At any rate, you're probably right about one thing: if a fire broke out, he most likely would be on the radio calling in the fire immediately. But that doesn't change the fact that his car is blocking the hydrant, to which fire trucks would need access. He could be too busy to move it, or--you never know--it could just refuse to start. In either case, it shouldn't have been there in the first place.
