I'm a Real Estate Agent, I did a quick search for Fairmount area.
On the cheap side, there are 8 shells ranging from $20,000 for a bare shell to just under $100,000 for a almost fixeder upper. If you're not the "this old house type, there are 5 normal homes in the range $100,000 up to $150,000.
Yes, Brewertytown is much, much cheaper- 44 homes for sale now,
3 in under $19,900,
17 from $20k to $30,k
16 from $30k to $40k
5 from $40k to 50k
4 in the $50k range and the the market tops out at $55,000.
I don't know about Brewerytown as a neighborhood, although there are some large scale redeveloment proposals by Westrum Inc. for new housing after NTI clears the homes. Brewerytown is well located if re-development from East Falls to Dobson Mills continues down Ridge Avenue toward Girard College.

One neat historic aside-
Brewerytown got that name because in the late 1800s the Spring Garden Waterworks / East Park reservoir and Queen Lane reservoirs supplied cheap water. The Spring Garden Waterworks was torn down and is now the Glendinning Rock Garden off of Kelly Drive by the Rock Tunnel.
All the cheap water in the area and railroads for shipping attracted immigrant German brewmasters.
The families who owned the breweries built those spectacular 5 story mansions in Parkside near the Zoo and across from Memorial Hall.
Always nice to see the old places restored.
