If I remember correctly, there is a member of the PPD on this forum that can confirm or deny this but...

A long time ago I was told by someone in law enforecement about a citation titled "31-11A". Basically, it is a non-moving violation that, with all costs included, comes out to about $108 or $118 dollars and does not come with any points whatsoever. I was told about it with the idea in mind that if I were ever pulled over for speeding, I could request this citation in lieu of the speeding ticket. Clearly, whether or not the officer involved is willing to do this is dependent on a number of things but I will say that I have personally been given this citation atleast twice without having to request it.

I am unclear as to the likely application of this citation for blowing a stop-sign but it does seem to explain the story a bit more...

Really? Why is everyone so aggressive and bizarre on this board? The OP has acknowledged his wrong doing, and will pay the city fine. Anyone who objects to his negotiating a plea to decrease or erase the points does not own a car and pay insurance. Even the most careful driver on occasion is not perfect on makes a slight traffic infraction. To those of you who do not own a car, do you ever accidentally bump into someone on the street despite your best efforts to walk carefully? No one is perfect, and no one needs to pay thousands of dollars over a period of years in increased insurance premiums for an accidental minor traffic violation.

For those of you who have nothing to do besides blast ever person who asks a reasonable question, get a life. Find a job, make some real life friends, get a hobby. It is people like you who make this board less inclusive and make people afraid to post their reasonable inquiries and responses.

Have you ever driven a car? Does not sound like it.

When someone rolls a stop sign, they come up to the intersection by slowing down to 3-4mph, looking around, then while staying on the brake going through the intersection. A car going 4mph has a stopping distance of 6 inches if someone does appear out of nowhere.

Rolling through as described above is safer than coming to a complete stop and then moving your foot to the gas pedal to accelerate. If your foot is on the gas pedal and someone appears out of nowhere it will take much longer than 6" before you find the brake pedal and come to a stop. A lot of people panic in such situations, and mash the gas as if were the brake.

This is not true in my experience as a pedestrian. I disagree with the "looking around" part. People who have become used to cruising through stop signs have also become used to being lazy and not looking around while they do this.

This is nuts. Rolling is definitely NOT safer than stopping. When you stop, you have more time to asses what is around you and the people wanting to cross have more time to be aware of you. Unless for some reason a person routinely does quick jackrabbit starts out of a stop sign, continuing after a stop is safe and I have never had a problem with that. (Like I may have mentioned, though, I have had problems with people rolling through stop signs.)

Agreed. Regardless of whether or not they come to a complete stop, people are looking for other cars, not pedestrians. It's really annoying to walk up to a crosswalk, only to have a car inch out and block my way just as I reach it. I've seen a lot of stop sign behavior that makes it pretty clear the driver didn't see me at all (unless they inch out and block me from crossing on purpose?).

It's all part of driving, though. So much to keep track of that people naturally won't be able to all the time. Even less so the way everyone's always in a big hurry to get wherever they're going nowdays.
