Is this not the equivalent of pimping the City? Could they not then lease a few floors and then not even occupy the building? They could fill the office with cardboard furniture, computers, and silhouettes so it looks like there’s activity from the outside – like an IKEA display.
The more I think about this issue, the more offensive it seems.
