Actually I don't think the mayor can introduce legislation at all. Someone correct me if I am wrong but I think the mayor has to get an ally on council to introduce any bill he wants. So no Nutter can't by pass Jannie either.

Thankyou for the clarification. Now I understand the issue. I did not know that this was the reason for the delay. So who is the 'King Solomon" that can/will solve this puzzle? Perhaps a generous benefactor (Pew or Annenberg) might fund a temporary YSC that meets acceptable criterea. That would be a very noble contribution, in and of itself.

Why don't they just pick a different site in a different coucilmatic district and move on. This woman needs to be stopped. Hopefully, the continued gentrification of University City, Powelton, Cedar Park, Spruce Hill, etc will eventually push her out.

This one time opportunity to bring a world class museum to Philadelphia could slip between the cracks because of this stalemate. Surely, there other locations along the Parkway or in Center City that are suitable for the Barnes. Just leave the YSC where it is and fix it. Put the blame squarely on this politician. Time is a'wastin and her obstructionism is costing the city construction jobs and eventual tourist revenue. This is a very high-profile project and the opportunity should be siezed not lost or delayed by anyone. Move it or lose it.

You are right. It is just so frustrating (for me) to know that the city is thisclose to a cultural grand slam home run and it is being delayed because of a councilpersons "perogative". What a g-d damned shame.
