This was highlighted as something to change during recent studies done that looked at potential improvements which could be made to the parkway.

There's a height restriction: buildings within 1500' of teh Parkway can only be so many stories tall. This is why the Bell Atlantic/Verizon building has champhered corners: it just narrowly misses the boundary line. I believe it's also why Park Town Place is set back as far as it is.
The Rodin is set back because the Mastbaums (the family that donated the collection and the museum) wanted a large garden court in front of the museum. The architect (Paul Cret) tried to talk them out of it, as it "hid" the building from the street. Eventually, he came up with the idea of creating the facade screen (based on fragments from a French villa that were in Rodin's studio) to give the museum a street presence and allow the garden court in front of the museum.
