I think delivery is minimum $3.50, meaning $4 unless the bill's like 12.30, in which case $16 total, or $3.70 tip.
I also wouldn't ever tip less than three in a diner or restaurant even if the bill were $6. 20% is a guide, but $3.50-4 is the minimum to make it worth the effort.
By the same token, if I order $40 worth of delivery, I might only tip $6, because he didn't do any extra work, so I guess my point is that 20% doesn't apply to a delivery tip.
If there is a built in charge that's a different story, and should be deducted from above calculation.
But obviously, that's just me, $2 sounds weak to me, not deserving of spit though.

Tipping is out of control as it is. I still think that 15% is a standard tip and 20% is a sign that you're very happy with service.
Unless the delivery driver is going 6 miles away (assuming 12 mpg, conservatively) which would cost him $2, the driver isn't losing money. 20% should be fine. I'm not paying for his car insurance or his time, that's his own responsibility and his boss's, respectively. Besides, he's most likely got 4 or 5 deliveries in the same vicinity so it's not like your tip has to pay for his trip.
