I think of it this way, would I drive across town to drop off your food for $2? Nope.
I think delivery is minimum $3.50, meaning $4 unless the bill's like 12.30, in which case $16 total, or $3.70 tip.
I also wouldn't ever tip less than three in a diner or restaurant even if the bill were $6. 20% is a guide, but $3.50-4 is the minimum to make it worth the effort.
By the same token, if I order $40 worth of delivery, I might only tip $6, because he didn't do any extra work, so I guess my point is that 20% doesn't apply to a delivery tip.
If there is a built in charge that's a different story, and should be deducted from above calculation.
But obviously, that's just me, $2 sounds weak to me, not deserving of spit though.

I understand the minimums when the bill is under 10 bucks, you still give the guy a couple bones even if it comes out as a high %. But once the pizza already costs $14.xx before it gets to your door, I aint handing the guy a 20 spot unless it was super fast or something.
Delivery is not the same as in-house service... driving to a string of houses one after another dropping food and getting a tip at each one is very different from constantly checking on a table making sure they are OK and bringing them multiple dishes over the course of a meal (all for one tip).
