I'm not sure if I'd describe it as spouting off...As the White House mouthpiece, I think he was just doing his job--and struggling at it toward the end.

I remember watching him on CNN before he finally quit, and thinking, "that guy looks like he really wants to go home, and guzzle half a bottle of Scotch." I was amazed to see how relaxed and happy he looked on the news yesterday, compared to his days in the press room.
