I think rather than random points of glaring light, this would underline the need for more attractive architectural and landscape lighting throughout the neighborhood. We have an up-lit tree and a warm porch-light on a dimmer so it provides a nice level of light that's sustainable throughout the evening.
If people generally looked toward things like uplighting trees and accent lighting on homes and businesses, the neighborhood would look great AND be much safer. Simply throwing on perma-noon lights in the park is probably not the answer.
That being said, I am sorry to hear about your roommate. I hope she is doing well.
