And come back and confiscate the vehicle at a later time. Neighbors who know their neighbors have these things are are riding them illegally could call in anyonymous tips.

It's really the parents who buy these things for their kids that piss me off. They have to know their kids ride around the city on them, its not like they can say they are heading to trails or something.
I have to believe in most cases that it's not a parent buying these for a kid. These are expensive items. A few years ago, the 4wheel ATV was the "must-have" toy among the drug dealing crowds.
