We could only wish the police/authorities would think of things like this. I don't know about the police worrying about ATV's enough to go undercover, but this government/police force needs to think OUTSIDE the box.

And it doesn't have to be police. Create a task force and pay someone $30k instead of paying useless administrative positions $100k in other areas. In inner city areas, people can't put ATV's in their rowhomes..so write addresses where they are outside and take pictures. When police do need to follow...use controlled chases (which they already do). Go to PepBoys and other ATV sellers and get the addresses of those that have purchased ATV's using a Philly address. Or the city could pass a law outlawing the sale of ATV within city limits.

Its minor quality of life issues that this city MUST fix before it can take on the major issues at task.
