Edit: just read that letter, yes, why on earth would you want to move a large number of high paying office jobs into a building right up the street and thereby increase the property values in the neighborhood and have a whole lot more businesses open all around you. The amount of office space in Philly has basically been stagnant for a decade (even Comcast has been offset to a large degree by the conversion of other office towers to residential and hotel space) which is one prime reason why growth in high paying jobs in the suburbs has been far outpacing that in the city. If people don't want office space built next to all the other office space then where, prey tell, do they think it should go?

well it can raise their cost of living.
Kennedy and many of the other residential towers are filled with fixed income seniors.
They moved in back when Center City was quite desolate..(the buildings willing to lower rents and such ..start agreements for ss incomes)
and old people tend to not like 4-5 years of construction outback.
