I have a similar problem. The person who lives below me lets their dog poop in the back yard and they clean it up maybe every 2 weeks? I'm worried about summer approaching, as my bedroom window overlooks this lovely sight. They are aware of it and they've even apologized about the mess without us even mentioning it, but...they don't do anything about it.
