Elvis I am not (yet) a local, but I don't think that is so much a problem because you are paying local tax. I think people are frustrated more with (1) out of towners who try to swindle a permit whereas there are others who cannot get one legitimately
and (2) out of towners who take up their spots.

The issue with out of towners who live in Philly but do not pay the tax - unfortunately I think this happens everywhere and is something out of our immediate control
