I had this problem. The neighbors were decent, civil people but the guy bought the dog just to spite the wife, who is a bitch. I told him that he "didn't seem like the kind of person who would live like that." He would clean it up, but sometimes have his sons do and they wouldn't do a real good job of it. They moved during the next summer, so the problem ended. Good luck.
