I'd just say Ocean City, NJ. Like it or hate it, it has a boardwalk with rides for the kids. It's no booze, so you won't be stuck in a house next to a bunch of loud 20 somethings. Stone Harbor is also nice, & mostly quiet, however OC has more to do I think for a 3 & 8 year old.
