I'd assume so, when I bought my house, exactly a year ago this week actually, we got a really high Water bill, we figured, ok we had a small leak here and there, fix em- and we'll be good. Next month, even HIGHER, again, thought MAYBE it was just some left over from the previous leaks. So when the 3rd one came, and was even more than the previous two, I called... they came out and said the battery on my meter was dead, and has been, so they have just been estimating my usage. So they replace it, and the next month was a 1\4 of what the previous months were, so then I call to get credited for what they claimed I still owed them from the first few months, took me 6 months, a court date, AND (after getting a shut off notice) 3 phone calls to an impossible to get through to phone number, to FINALLY get them to credit me almost $500 they claimed I owed, all due to a faulty meter!
