Meters must always be fully accessible, and unfortunately it is not PGW's fault if a current or former homeowner chose to box it in.

They probably want to put in the new meters that have an rf signal to remotely meter the gas(no more need to physically check the meter).

PGW doesn't care if you like the idea or not-if you don't comply they will simply shut your gas off for breach of Terms of Service.
