That is a relavent point. I was in on a meeting a couple years ago and one of the options for the pedestrian traffic at Broad and Vine when crossing Vine on the Roman Catholic side was do build a pedestrian bridge.

They said it would never happen because any structure built has to be ADA compliant and it wouldn't be feasible (I don't think money was the issue, but the slope of the bridge for wheelchairs to be able to use would be too steep to get to the necessary height for trucks to pass under).

Even though wheel chairs could still use the crosswalk, the law is the law, so no bridge for people (in particular ROman Catholic Students) to cross that busy intersection.

Could very well be the same scenario that would prohibit it at City Hall.
