sorry for the misunderstanding. to be clear: the project is dual-faceted: the hotel is the 26 story "square" (with the cutout and public area), while the office tower is 63 stories of very, very tall floor-to-ceilings. the two parts are seamless at ground level. it's aiming for LEED gold, so use of natural light is very much a factor there, much like comcast center's 15 and 17 story floors. plus the roof height is 1210' and slopes upward to accommodate for the mechanical stuff on the top floor. the spire's just decorative and accounts for the remaining height.
