As the other poster said, I frequently have homeless people taking cans out of my recycling early Friday as I'm getting ready to go to work (7:30 or so). No skin off my back, really. Sounds like they're getting to you but the city isn't.

I try to leave my recycling bucket out in a very visible location. I've seen the recycling guys pick up the buckets on my street, and they don't go house to house like the trash truck does. They pull over, a couple of guys jump off, look around for buckets and walk down the street to grab bins and bring them back to the truck. If it's not easily in view when they hop off, they probably aren't going to pick them up, so I make sure my trash cans aren't hiding the bins from view.
